In order to hire foreign worker Canadian employer would need a government approval for it - referred to as Labour Market Impact assessment - LMIA. LMIA is usually issued once the processing officer is satisfied that there is a need for a foreign worker to fill the job and that there is no Canadian worker is available to do the job.
